REGARDING LOCAL IMPROVEMENT PLAN

For the purchase of land and construction of a new lagoon and forcemain for the LUD of St. Jean Baptiste
The Council of the Rural Municipality of Montcalm has scheduled a public hearing at the
St. Jean Baptiste Hall,
on October 19, 2016 at 7:00 p.m.
to present the following local improvement plan:
The local improvement plan proposes levying all properties which are connected to the St. Jean Baptiste Utility. The entire cost of the project is anticipated to be $3,500,000.00, with funding of $2,237,750.00 coming from the Clean Water and Wastewater Fun – Federal contribution of $1,558,500.00 and Provincial contribution of $779,250.00. The remaining $1,262,250.00 is to be borrowed and repaid over a 15 year period. The annual repayment amount, based on an estimated interest of rate of 4.5%, is $117,532.90.
A local improvement tax will be levied on all properties which are connected to the St. Jean Baptiste Utility by charging an amount per parcel of land and utility rates as follows:
(i) Per Parcel - To raise $770,000.00
Cash Option - $3,221.76 per parcel
Finance Option - an annual $300.00 per property for 15 years. This is expected to raise $71,700.00.
(ii) Utility rates - To raise $462,250.00
The remaining funds needed to repay the borrowed amount will be collected through increased utility rates. Based on current consumption, an estimated utility rate surcharge (rate rider) of $6.43 per 1,000 gallons of water used will be required. This estimated rate is subject to approval from the Public Utilities Board.
Calculated on a residential dwelling which uses 28,000 gallons of water per year:
- a quarterly increase in utility billing of $45.03 ($180.12 per year)
- the total annual tax ($300.00) and increased utility rate ($180.12 per year) for this property would therefore be $480.12 annually.
Property owners will be provided the opportunity to prepay their respective per parcel local improvement tax by a date to be set by council.
The annual operation and maintenance of the local improvement will be covered by funds raised through utility rates.
A written objection may be filed with the RM of Montcalm Municipal Office, at 46 First Street East in Letellier, MB, prior to the commencement of the hearing. At the hearing, Council will hear any potential taxpayer who wishes to make a presentation, ask questions or register an objection to the special service proposal.
All objections, written or verbal, must be filed prior to the adjournment of the hearing and must include the name, address and property description of the person filing the objection and the grounds of their objection.

Re: St. Jean Baptiste Lagoon Project
The RM of Montcalm currently has lagoons located in St. Jean and Letellier. Currently the lagoon in St. Jean is at capacity and urgently needs to be replaced. The lagoon reached its capacity a number of years ago and with the high amounts of rainfall this summer it has been even more challenging for the Public Works staff to maintain the levels in the lagoon.
As stated in the Public Notice regarding the Local Improvement Plan, the construction and associated costs for the project are anticipated to be $3,500,000.00. Funding of 75% is expected from the Federal and Provincial governments and the remaining 25% must be paid by the RM. The 75% funding from higher levels of government is a "once in a lifetime opportunity”.
While we recognize the impact this will have on St. Jean Baptiste property owners, not taking advantage of this 75% funding would result in a much greater impact at the local level. Past funding opportunities are normally only 50%, with the highest in the past being 66 2/3 %.
For projects of this size it is necessary to raise the funds through a local improvement tax and utility rate increases. These increases will apply to all current and future St. Jean residents and businesses that utilize the sewer system.
The project has been in the planning stage for a number of months getting plans and funding in place. The land needed for the new lagoon has been acquired already and once the by-law is passed and all funding is in place construction will begin as soon as possible. We anticipate starting construction in March or April, but it will also depend on the level of the Red River and if we experience any flooding in 2017.
The new lagoon will be located at the south end of St. Jean Baptiste directly SE of the RM shop. It will take up almost the entire portion of RL 225 and 227 that lies east of the service road. It will be a very large area and will almost be entirely above grade level to ensure that it meets 100 yr. flood levels. Once complete the structure will have a height of approximately 15 ft. and will be fenced in with a swipe card access system.
